So do the states stand a chance?
Yes, there is no provision in the United States Constitution which grants the Federal Government authority to involve itself in health care.
Our entire Federal Government is under the United States Constitution and only those items which are explicity granted, as powers, to the Federal Government are Constitutional.
Everything the Federal Government does which fails to be stated and granted in the United States Constitution is UNCONSTITUTIONAL.
